همچنین ماده 12 آیین‌نامه یادشده اصلاح شد كه براساس آن سازمان جنگل ها، مراتع و آبخیزداری كشور موظف است در راستای برنامه اقدام ملی مقابله با بیابان‌زایی و كاهش اثرات خشكسالی در كشور با همكاری وزارت دفاع و پشتیبانی نیروهای مسلح و سازمان هواشناسی كشور و سازمان بسیج سازندگی نیروی مقاومت بسیج طی پنج سال، سالانه نسبت به كاشت حداقل (600) كیلومترمربع نهال‌كاری به صورت اشكوب‌بندی شده اقدام كند.

كاشت این نهال كاری ها با استفاده از گونه‌های بومی سازگار به كم‌آبی با اولویت مناطق آسیب‌پذیر از نظر زیست محیطی در جنوب و غرب كشور خواهد بود.

بر اساس این مصوبه، مناطق آسیب پذیر عبارتند از:

1ـ كمربند فضای سبز همه فرودگاه‌های منطقه با رعایت حریم فرودگاه‌ها.

6- كمربند سبز اطراف شهرهای متاثر از پدیده گرد و غبار

همچنین بر اساس این مصوبه، وزارت ارتباطات و فناوری اطلاعات مكلف است، نسبت به تكمیل زیرساخت‌های مخابراتی جهت توسعه و ارتقای شبكه‌های پایش زیست محیطی آلودگی هوا اقدام كند.

همچنین، سازمان حفاظت محیط زیست و هواشناسی مكلفند ضمن توسعه و ارتقای تجهیزات ایستگاه‌های سنجش آلودگی هوا،‌ اقدامات لازم از جمله استفاده از فناوری های نوین درباره به‌روز رسانی استانداردهای كمی و كیفی پدیده گرد و غبار را با رعایت قوانین و مقررات مربوط به عمل آورد.

بر این اساس، دستگاه‌های اجرایی عضو كارگروه می‌توانند بخشی از هزینه‌های اجرای طرح‌های مشترك مقابله با پدیده گرد و غبار در كشورهای منطقه را پس از تصویب كارگروه با رعایت قوانین و مقررات مربوط از محل اعتبارات مصوب ملی و استانی خود تامین كنند.

همچنین وزارت امور خارجه مكلف است،‌ تمهیدات لازم برای جلب و استفاده از تجربیات علمی، فنی و اعتبارات سازمان‌های منطقه‌ای و بین‌المللی برای تحقق اهداف این آیین‌نامه را انجام دهد.

براساس این مصوبه، سازمان حفاظت محیط زیست مكلف است گزارش اجرای این آیین‌نامه را هر شش ماه یكبار به دفتر هیات دولت ارائه كند.

بر این اساس، دستگاه‌های اجرایی مربوط موظفند با همكاری معاونت برنامه‌ریزی نظارت راهبردی ریاست جمهوری، اعتبارات لازم را برای تحقق برنامه‌های موضوع این آیین‌نامه در حوزه خود، در لایحه بودجه سنواتی پیش‌بینی كنند.

بر اساس ماده یك آیین‌نامه آمادگی و مقابله با آثار زیان‌بار پدیده گرد و غبار (ریزگرد) در كشور و برای ایجاد آمادگی ملی، مدیریت و مقابله با آثار زیان‌بار آن و ایجاد زمینه همكاری‌های منطقه‌ای، كارگروهی با مسولیت معاون اول رییس جمهوری تشكیل شده است.

وی افزود: سفرهای استانی یکی از مصادیق عینی حرکت دولت در ‌‌مسیر آرمان‌های انقلاب است.

سرپرست معاونت ارتباطات و اطلاع‌رسانی دفتر رییس جمهور ادامه داد: همانگونه که اطلاع دارید سفرهای استانی دولت نهم از 18آبان ماه سال 1384 با سفر هیئت‌دولت به استان خراسان جنوبی آغاز و اولین جلسه هیئت‌دولت در کنار حرم مبارک حضرت امام رضا(ع) برای حرکت به سمت آبادانی و عمران تمام استان‌های کشور برگزار شد.

شیخان گفت: هم‌اکنون سفرهای استانی دولت در آستانه یکصدمین سفر قرار دارد و از همین رو به منظور ادامه این حرکت ارزشمند جشنواره ویژه‌ای با موضوع سفرهای استانی برگزار خواهد شد.

وی افزود: سفرهای استانی ویژگی‌های فراوانی دارد که مهم‌ترین آن ایجاد ارتباط ویژه بین دولتمردان و مسئولان برای در هم شکستن سیستم بوروکراسی و پیچیده اداری است.

شیخان با اشاره به برنامه‌های تدارک دیده شده برای صدمین سفر استانی دولت گفت: مسابقه مقاله نویسی در شش محور برقراری عدالت اسلامی، تحقق شعار مهرورزی، ابعاد بین‌المللی سفرهای استانی، ایجاد یکپارچگی ملی و همچنین تحول در عرصه مدیریت و همچنین ایجاد گفتمان خدمت‌رسانی یکی از برنامه‌های جنبی صدمین سفر استانی است.

وی در پاسخ به سؤالی درباره زمان ارسال و اعلام برندگان این مقالات گفت: طبق برنامه‌ریزی صورت گرفته زمان و همچنین سایر جزئیات این مسابقه متعاقباً اعلام و در آبان ماه برندگان این مسابقه اعلام خواهند شد.

این انفجار در بیرون یکی از ساختمان های ریاست جمهوری در شهر مکلا رخ داد و به گزارش خبرگزاری فرانسه، تعدادی از محافظان ساختمان در بین کشته شدگان هستند.

عبدربه منصور هادی جانشین علی عبدالله صالح، رئیس جمهور پیشین شد یمن که در ماه نوامبر سال گذشته پس از ماه‌‎ها اعتراض مردمی مجبور به کناره گیری از قدرت شد.

آقای صالح که در مقابل دریافت مصونیت از محاکمه پس از ۳۳ سال از سمت خود کناره گیری کرد، دیروز (جمعه) پس از مداوا در آمریکا به یمن بازگشت.

انتظار می رود آقای صالح در مراسم انتقال قدرت که روز دوشنبه (هشتم اسفند) برگزار می شود، شرکت کند.

عبدربه منصور هادی که پیش از این سمت معاونت ریاست جمهوری یمن را برعهده داشت، تنها کاندیدای پست رئیس جمهوری بود.

انتقال قدرت در یمن با میانجی‌گری کشورهای حوزه جنوبی خلیج فارس، به ویژه عربستان سعودی، و با حمایت کشورهای غربی انجام شد.

علی عبدالله صالح چهارمین رئیس جمهور در کشورهای عربی و آفریقایی بود که در یک سال گذشته و از زمان آغاز اعتراضات در کشورهای عربی و شمال آفریقا از قدرت برکنار می شود.

آقای هادی پس از مراسم ادای سوگند بر پایان دادن به نا آرامی ها در یمن تاکید کرد و گفت که باید با مشکلات اقتصادی آن کشور مقابله کرد.

او افزود: "چنانچه با چالش های پیش رو در یمن به درستی برخورد نشود، آشوب ها باردیگر در کشور از سر گرفته می شود."

نماینده سازمان ملل متحد در یمن گفته است که مردم آن کشور خواستار پایان دادن به بحران و آغاز فصلی جدید هستند.

رئیس جمهور جدید یمن برای مدت دو سال انتخاب می شود و پس از آن دور دیگری از انتخابات پارلمانی و ریاست جمهوری برگزار خواهد شد.

تغییر و تحولات در یمن در حالی انجام می شود که شورش در منطقه وسیعی از این کشور ادامه دارد، خطر از جانب شبکه القاعده ثبات آن کشور را تهدید می کند و بسیاری از مناطق کشور دچار خشکسالی هستند.

حسام الشرجابی، یکی از مخالفان دولت که اخیرا حزبی موسوم به الوطن را تشکیل داده است، در مصاحبه با بی بی سی اذعان داشت که القاعده یک خطر جدی برای یمن به شمار می آید اما گفت نباید در مورد آن اغراق کرد.

به گزارش خبرنگار سیاسی خبرگزاری فارس، غلامعلی حدادعادل که به عنوان یکی از دو سرلیست جبهه متحد اصولگرایی معرفی شده است، در همایش انتخاباتی این جبهه ‌که ظهر امروز جمعه در مسجد نور تهران برگزار شد، اظهار داشت: برای چهارمین بار است که بنده در همین ایام شما را دعوت کردم که نخستین بار ۱۲ سال پیش و در انتخابات مجلس ششم بود.

به گزارش ایرنا ، 'مهدی سعادتی' چهارشنبه شب در جمع خبرنگاران رسانه های گروهی گیلان افزود: این تعداد پروژه در بخش های عمرانی، تولیدی، اقتصادی و مسكن مهر به بهره برداری می رسد.

وی اظهار داشت: از این تعداد؛ 12 هزار و 880 پروژه با اعتباری بالغ بر 257 میلیارد ریال سهم پروژه های مسكن مهر استان است.

استاندار گیلان خاطرنشان ساخت: با بهره برداری از این پروژها 41 هزار و 63 فرصت شغلی در استان ایجاد می شود.

وی همچنین افزود: 87 طرح مورد بهره برداری با اعتباری بالغ بر چهار هزار و 670 میلیارد ریال در بخش تعاون، كار و رفاه اجتماعی به بهره برداری می رسد.
